Haryana Fisheries Department Clerk Recruitment 2026: 20 Clerk Posts on Deputation — Only Serving Haryana Government Clerks Can Apply

The Haryana Fisheries Department, Panchkula has released a notification for 20 Clerk (Group-C) posts — but before you read any further, understand one thing clearly: this is not an open recruitment, and freshers cannot apply for it.

These posts are being filled on deputation, which means only employees who are already working as a regular Clerk (or in an equivalent post) in a Haryana Government department, board, corporation or authority are eligible. If that condition does not describe you, this window is not for you — and knowing that in the first paragraph just saved you a wasted application.

Who Is Eligible — And Who Is Not

This is where most readers will either qualify or stop reading, so here it is in plain terms.

You are eligible only if all of these apply to you:

  • You are a regular serving Clerk (or in an equivalent post) in a Haryana Government department, board, corporation or authority.
  • You have passed 12th class, with Hindi/Sanskrit up to Matric level.
  • You have at least 2 years of experience as a Clerk in State or Central Government service.
  • You have qualified SETC — the State Eligibility Test in Computer Appreciation and Applications, both parts, as prescribed by the Haryana Government.

You are not eligible if:

  • You are a fresher, a student, or a private-sector employee. This deputation round has no open-application route for you.
  • You are working on contract, ad-hoc or daily-wage basis rather than as a regular employee.
  • You have not cleared SETC. In Haryana’s clerical cadre this is a hard filter, not a desirable extra.

Age limit: No age limit is mentioned in the notification, because this is a deputation for serving employees rather than a fresh recruitment. There is no age-relaxation table to consult here.

The Real Selection Test Is Your Service Record, Not an Exam

There is no written test and no interview mentioned in this process. Your selection will be decided almost entirely by what your service record already says about you. That makes this round very different from a normal bharti — you cannot prepare for it in a month; your last ten years of work do the talking.

The selection chain runs like this:

  1. Nomination by the parent department, with NOC. Your own department forwards your name with a No Objection Certificate. Without this, nothing moves.
  2. Scrutiny of bio-data and service records. Your complete service history is examined.
  3. ACR/APAR evaluation for the last 10 years. At least 70% of your Annual Confidential Reports / Annual Performance Appraisal Reports must carry “Good” or “Very Good” grading. If you have served as a Clerk for less than 10 years, the grading for your total period in that capacity is considered instead.
  4. Vigilance clearance and integrity verification. Your integrity must be certified beyond doubt.
  5. Final selection list.

Three hidden filters can quietly disqualify an otherwise eligible clerk:

  • A pending charge sheet or vigilance inquiry under Rule 7 or Rule 8. If any such proceeding is pending against you, your nomination will not survive scrutiny.
  • A withheld increment order in force during the previous five years. If an order withholding your annual increment is currently in force for that period, it counts against you.
  • Missing SETC. Even a strong ACR record cannot compensate for an unqualified SETC status.

If any of these three applies to you, it is better to know now than after your department has spent weeks preparing your panel.

You Do Not Apply — Your Department Nominates You

This is the second big misunderstanding about deputation rounds. There is no form for you to download and send to Panchkula yourself. The application moves through your parent department, and that changes where your effort should go.

Step 1 — Check your own eligibility first. Confirm your regular-clerk status, your 2 years of clerk experience, your SETC qualification and your ACR grading position before you approach anyone.

Step 2 — Give written willingness to your competent authority. Submit your written willingness for deputation to the competent authority in your parent department. This is the step that starts your file moving.

Step 3 — Get your record file ready. Prepare your complete bio-data along with certified photocopies of your ACRs/APARs for the last 10 years (or your full tenure as a Clerk, if that is shorter).

Step 4 — Clear the integrity and vigilance checks. Ensure your integrity is certified beyond doubt, with no pending disciplinary inquiry under Rule 7 or 8, and no withheld-increment order in force for the previous five years.

Step 5 — Obtain the NOC and forwarding recommendation. Your parent department must issue the No Objection Certificate and forward your nomination with its recommendation.

Step 6 — The panel must reach Panchkula by 21 November 2026. The parent department sends the nomination panel to the Director, Fisheries Department, Haryana, Panchkula, within 30 days of the notification — that is, on or before 21 November 2026, 5:00 PM.

The practical warning here is about time. The 30-day window belongs to your department, not to you personally. Establishment branches take time to assemble ACR files, obtain vigilance clearance and route a file for signatures. If you walk in during the last week, even a deserving nomination can miss the deadline. Start in the first week of the window, not the last.

Deputation Tenure: What “1 Year” Actually Means

The deputation period is one year, or until a Clerk is appointed in the Fisheries Department through direct recruitment — whichever is earlier.

In plain terms: this is a temporary posting, not a permanent transfer into the Fisheries Department. At the end of the tenure (or earlier, if direct recruitment fills the posts), you return to your parent department. Your lien and service continuity remain with your parent cadre, and your pay during deputation is governed by the deputation rules in force.

Do not treat this as a back-door permanent posting in Panchkula. Treat it as a one-year departmental change with a fixed end — useful if you want a change of work, a Panchkula posting, or broader departmental experience, but not a new permanent job.

Pay Scale

Selected officials will draw pay in Functional Pay Level FPL-3 (Rs. 21,700). There is no application fee for any category, so anyone asking for payment in connection with this nomination is not part of the official process.

5 Mistakes That Kill a Deputation Nomination

  1. Assuming freshers can apply. They cannot. If you are not a regular serving Haryana government clerk, this round is closed to you no matter how good your qualifications are.
  2. Waiting for the last week. Your department needs time for ACR compilation, vigilance clearance and forwarding. A late start is the most common administrative reason nominations miss the panel date.
  3. Ignoring a weak ACR stretch. The 70% Good/Very Good threshold over 10 years is a mathematical filter. Check your grading position honestly before pushing your nomination.
  4. Forgetting the vigilance and increment checks. A pending Rule 7/8 proceeding or a withheld-increment order in force can end a nomination at scrutiny, even with a clean ACR record.
  5. Sending your own application to Panchkula. Individual applications are not the route here. Only a nomination panel forwarded by your parent department counts.
