India Post Skilled Artisan Recruitment 2026: 19 Permanent Group-C Posts in Kolkata — 8th Pass or ITI Can Apply Offline by 30 November

The Department of Posts has reopened a recruitment that most job seekers will misread on the first page. The Mail Motor Services (MMS), Kolkata, has issued a corrigendum dated 29 October 2026 for 19 permanent Skilled Artisan / Tradesman posts — and this is not a fresh 2026 vacancy round. These are old vacancies, from 2015-16, 2016-17 and 2017-18, revived through a corrigendum to the 19 May 2020 notification, following orders of the Central Administrative Tribunal.

That history changes almost every rule that matters — especially the age limit. Read this article before you fill the form, because the single biggest rejection trap in this recruitment has nothing to do with your trade skill.

The First Trap: Your Age Is Counted From 1 July 2018, Not From 2026

This is the detail that will reject the most applications, so it comes before everything else.

The age limit is 18 to 30 years — but it is reckoned as on 1 July 2018, not as on the application date. That is not a typing error in the notification. Because these are old vacancies being revived, the cut-off date is frozen in 2018.

What that means in practice:

• If you were between 18 and 30 on 1 July 2018, you meet the age condition — even if you are older than 30 today.
• If you were under 18 on 1 July 2018, you do not meet it — even though you are well within 18–30 today. A candidate born after 1 July 2000 was under 18 on the cut-off date and will be rejected on age, however strong their trade certificate is.
• Age relaxation applies as per rules: 5 years for SC/ST and 3 years for OBC, measured against the same 2018 cut-off date.

Do not apply on the assumption that “18–30 in 2026” is the rule. Check your age as on 1 July 2018 first — that one calculation decides whether the rest of your application is even considered.

The Second Trap: Old Applicants Are Already in the Pool

This corrigendum does not start from a blank page. Applications submitted against the earlier notifications dated 8 August 2018 and 19 May 2020 will also be considered. If you applied back then, your old application is still alive in this process.

For fresh applicants, two practical points follow:

• A fresh application is preferable if your trade choice or details have changed — the corrigendum invites fresh applications stating choices as per the new notice.
• If you submit more than one application, only the latest one is considered. Do not send multiple forms hoping one will slip through; the latest replaces the earlier ones, so make your final form the correct one.

And do not confuse this recruitment with the Mail Motor Service Bengaluru Skilled Artisan vacancies notified in June 2026 — different circle, different notice, different address. This one goes to Kolkata only.

Trade-Wise Vacancy: 19 Posts Across 7 Trades

Motor Vehicle Mechanic alone accounts for 8 of the 19 posts, and the category split inside each trade is where careless applications fail. Several trades have seats in only one or two categories:

Three facts in this table matter before you choose a trade:

• There is only one ST seat in the entire recruitment — in MV Mechanic. No other trade carries an ST vacancy.
• Carpenter & Joiner has exactly one seat, and it is OBC only. A UR, SC or ST candidate cannot be selected against it, no matter how good the trade test is.
• Painter and Upholsterer are UR-only single seats. Category candidates should not waste their one application on a trade with no seat in their category.

Who Can Apply: ITI Certificate or 8th Pass Plus Experience

There is no compulsion of an ITI certificate, and no requirement of 10th pass. The qualification has two alternative routes:

• Trade certificate in the relevant discipline, OR
• 8th class pass with 1 year of relevant experience in the trade.

The exception is MV Mechanic, which carries one extra condition on top of either route: a valid HMV driving licence is mandatory. An MV Mechanic applicant without an HMV licence is ineligible even with a trade certificate and years of experience. The other six trades do not ask for any driving licence.

You should apply if:

• You hold a trade certificate in one of the seven trades, or you are 8th pass with at least 1 year of experience in that trade.
• You meet the 18–30 age limit as on 1 July 2018 (with applicable relaxation).
• For MV Mechanic, you hold a valid HMV driving licence.
• You are comfortable with a fully offline, paper-based process and a Speed Post deadline.

You should not apply if:

• You were under 18 on 1 July 2018 — the age cut-off will reject you regardless of qualification.
• You are applying for MV Mechanic without an HMV licence.
• You are applying for a trade that has no vacancy in your category (check the table above first).
• You are looking for an online form. There is none. This recruitment is Speed Post only.

Selection Process: The Trade Test Decides, Not the Form

Meeting the eligibility only gets your application past screening. Selection runs in four stages:

1. Screening / scrutiny of applications — eligibility, age as on 1 July 2018, trade and category match.
2. Competitive Trade Test — a practical / skill test in your trade. This is the competitive stage: it is not a qualifying formality, and trade-test performance decides merit.
3. Document verification.
4. Medical fitness examination.

The practical implication is straightforward: a trade certificate gets you into the test, but hands-on trade skill gets you selected. Candidates who have not touched their trade tools in years should practise before the test date is announced, because no test date has been given yet — it will be announced later.

How to Apply Offline, Step by Step

There is no online form. Follow this sequence exactly, and remember the deadline is about receipt, not dispatch.

Step 1 — Read the official corrigendum first. The notification number is MMG/36/Sk. Artisan/DR/II/95, dated 29 October 2026. Verify your age as on 1 July 2018, your trade, and your category seat from the corrigendum before anything else.

Step 2 — Download and print the application form on A4-size paper. Get it from the official notification source (see the note in Important Links).

Step 3 — Fill the form in capital letters. Paste a recent passport-size photograph, sign the form, and keep one extra photograph to enclose.

Step 4 — Attach self-attested photocopies of all required documents. These are: age proof, address proof, citizenship proof, educational certificates, ITI / trade certificate (if applicable), experience certificate (if applicable), community certificate (if applicable), and HMV driving licence (for MV Mechanic applicants).

Step 5 — Superscribe the envelope correctly. Write exactly “Application for the post of / Name of Trade: ____________” on the envelope, filling in your trade name. A missing or wrong trade name on the envelope can misroute your application.

Ordinary post or courier is not the prescribed mode. The application must reach Kolkata by 30 November 2026, up to 5:00 PM. Posting it on the last day is not the same as it reaching on time — post at least a few days early, especially from outside West Bengal.

5 Mistakes That Get Skilled Artisan Applications Rejected

1. Ignoring the 2018 age cut-off. Applying on the basis of your age in 2026, when the notification counts age as on 1 July 2018, is the biggest rejection trap in this recruitment.
2. Applying for MV Mechanic without an HMV licence. The licence is mandatory for that trade alone, and no experience or certificate substitutes for it.
3. Choosing a trade with no seat in your category. Carpenter & Joiner is OBC-only; Painter and Upholsterer are UR-only; the single ST seat is in MV Mechanic.
4. Wrong superscription or wrong postal mode. The envelope must carry the trade name in the prescribed format and travel by Speed Post. Anything else risks misrouting.
5. Confusing “posted” with “received.” The cut-off is receipt at Kolkata by 30 November 2026, 5:00 PM — not the date you visit the post office.
